In fact if you get the free version, it supports loading, playing and editing of .pv8 games and tools, the creation of games in Lua with an easy to learn API and even the ability to share games with others.
But if you get the full pro package it goes that much further with a fully featured colour editor, sprite preview and editing, a SFX generator for different sound effects and much more tools on the way!
